Bishkek, Kyrgyz Republic, March 7, 2026 — A delegation of the International Association for Territorial Development, headed by the organization’s leader Vasil Mazitov, paid a working visit to the capital of the Kyrgyz Republic, the city of Bishkek. The delegation also included a group of specialized experts in territorial development, urban planning, and development.
The purpose of the visit was to develop international cooperation in the field of integrated territorial development, housing construction, and investment projects, as well as to establish direct contacts with government and municipal authorities of Kyrgyzstan.
During the trip, a number of working meetings were held with representatives of government bodies, municipal structures, and key participants in the construction market.
One of the central meetings was held with representatives of the Bishkek City Hall. The parties discussed prospects for the urban development of the capital and the upcoming adoption of a new master plan for the city, which will serve as the foundation for further development of construction projects and determine opportunities for targeted development. Representatives of the municipality also expressed interest in international cooperation and confirmed their intention to participate in international business events, including the Kazan International Economic Forum.
A meeting was also held with representatives of the Ministry of Construction of the Kyrgyz Republic. During the negotiations, the parties discussed the development of the construction industry, opportunities for Kyrgyz developers to participate in international forums, and the exchange of experience in the field of integrated territorial development. The Ministry is considering the possibility of forming a delegation of around ten leading developers from the country to participate in international industry events.
A separate block of negotiations was devoted to cooperation with the State Agency for the Management of State Property. Representatives of the agency spoke about opportunities to provide land plots through a bidding system and expressed their readiness to present a number of promising sites to international investors for the implementation of development projects.
In addition, a working meeting was held with representatives of the State Agency for Land Resources, where issues related to the use of land of various categories were discussed, including prospects for the development of recreational and tourism projects. Particular attention was paid to the possibilities of using agricultural land, including pasture territories, for the development of tourism and recreational infrastructure projects.
As part of the visit, the Association’s delegation also held a series of consultations with representatives of development companies and construction businesses in Kyrgyzstan. Market participants presented ongoing residential development projects and spoke about the current economics of construction, project approval mechanisms, and the specifics of working in the local market.
In particular, the projects of the companies Avangard, Arsy, and Arzy Group, as well as the activities of a number of contracting organizations, were studied. Developers noted the high demand for housing in Bishkek and active sales at early stages of construction. Issues related to the formation of land value within project structures were also discussed, which on average accounts for 18 to 25 percent of the total area of housing sold.
Special interest was also shown in low-rise and individual housing projects, as well as the prospects for the development of resort infrastructure in the Issyk-Kul Lake area.
Following the visit, the parties agreed to continue cooperation and explore opportunities for the participation of Kyrgyz developers and representatives of government structures in international events dedicated to territorial development and investment in the construction sector.
