
The working visit of the delegation of the Republic of Tatarstan, led by Rais Rustam Minnikhanov, to the Sultanate of Oman marked an important step in strengthening international cooperation in construction, urban planning, and spatial development. The visit was organized by the International Association for Development of Territories and its head, Vasil Mazitov.
The key event of the visit was a meeting between Rais Rustam Minnikhanov and Khalfan bin Saeed Al Shueilin, Minister of Construction and Urban Planning of the Sultanate of Oman. The talks focused on exchanging experiences in housing construction, urban development, the implementation of modern technologies, and the creation of sustainable territories.
During the meeting, Rustam Minnikhanov noted that the construction industry remains one of the driving forces of Tatarstan’s economy: last year, the volume of work in the sector exceeded $13 billion. For the fifth consecutive year, more than 3 million square meters of housing have been commissioned in the republic. He paid special attention to public space improvement programs, emphasizing their impact on improving the quality of the urban environment and the investment attractiveness of the regions.
Oman’s Minister of Construction and Urban Planning reported that the country continues to experience steady growth in housing construction: approximately 38,400 new residential units were commissioned in 2024. As part of the national strategy «Vision 2040,» an additional 62,800 housing units are planned for commissioning by 2030.
The projects are being implemented in accordance with the Oman National Spatial Strategy, which defines territorial development through 2040 and takes into account projected population growth to 2.7 million.
The International Association for Territorial Development played a special role in bilateral cooperation, facilitating the establishment of institutional contacts, the exchange of expert practices, and the development of potential joint projects. The Association provided analytical support and assistance in shaping the cooperation agenda aimed at developing modern urban solutions, infrastructure, and sustainable spatial planning.
The Association’s head, Vasil Mazitov, emphasized that the Ministry of Antimonopoly Regulation and Trade views the cooperation between Tatarstan and Oman as an example of the formation of new international partnerships in territorial development. According to him, the Association intends to strengthen cooperation and facilitate the attraction of experts, investors, and technology partners.
The visit confirmed the growing role of international industry associations in fostering sustainable partnerships and marked an important step in the development of practical cooperation between Tatarstan and the Sultanate of Oman.
