On August 26, the conference “Current Issues in Geodesy and Geographic Information Systems” was held in Kazan. The International Association for Territorial Development (MART) was one of its co-organizers.
As part of the conference, Oleg Mokrushin, Deputy Director of ITA TerraTechnology (Kyrgyzstan), presented the international project “GeoAymak” — a geographic information system for managing municipal property in the Kyrgyz Republic.
In his presentation, Oleg Mokrushin spoke about the practical application of GIS technologies to improve the efficiency of territorial management and the administration of land and property assets.
Key areas of the “GeoAymak” project:
— automation of the collection, storage, processing, and analysis of cadastral and planning-cartographic data;
— identification of surplus land and determination of the actual and legal boundaries of real estate properties;
— digitalization of lease and sale agreements for municipal land;
— integration with national information systems;
— generation of analytics to support management decision-making;
— maintenance of municipal land and real estate registers, as well as monitoring of payments and land use.
Particular attention was paid to creating a unified digital environment for public authorities and citizens. The project includes an internal application for municipalities and an external GIS portal with open data and services. The architecture of a network comprising 262 municipal portals has already been developed.
The project is being implemented at the request of the State Agency for Land Resources, Cadastre, Geodesy and Cartography of the Kyrgyz Republic, while the International Association for Territorial Development serves as the project curator.
The next stage will focus on developing services for citizens, digitalizing urban planning processes, preparing urban planning documents and permitting documentation, and creating a universal GIS platform capable of scaling these solutions to other countries and industries.
For MART, participation in projects of this kind provides an opportunity to combine expertise in geodesy, cadastre, GIS, land and property relations, and territorial management and transform it into practical digital solutions.
